What is the Full Form and Definition of RTO?

RTO is abbreviated for Regional Transport Office. Additionally, it is known as the Regional Transportation Authority (RTA). It is a government agency responsible for maintaining a driving database. Additionally, it is in charge of the car database. This driver and car database are comprehensive in scope, encompassing all Indian states and union territories. The Ministry of Road Transport and Highways is the RTO’s parent agency.

RTO’s functions

RTOs operate following the Motor Vehicles Act. Apart from driving license tasks, RTOs are also responsible for vehicle registration, tax collection, vehicle inspection, compliance with environmental standards, and road safety. The following is a summary of the key functions performed by RTOs throughout India:

1) Valid Driver’s License

The RTO is well-known as an agency that administers driving licenses. However, a one-line explanation of this function is insufficient, as a driving license encompasses a multitude of services.

The RTO issues four types of driving licenses- learner’s licenses, permanent licenses (awarded when the learner’s license term has expired), commercial driving licenses, and international driving permits. Apart from providing these licenses, the department is also responsible for renewing licenses, issuing duplicate licenses, and administering driving exams.

Additionally, a driver’s license is granted based on the kind of vehicle. For instance, vehicles equipped with gears, vehicles equipped without gears, vehicles capable of transporting passengers, and vehicles capable of transporting cargo. A driver’s license contains all of the required information on the driver and the vehicle class for which the driver is allowed.

2) Toll Roads

The government charges various taxes on motor vehicles. One such charge is the road tax. The RTO is in charge of road tax collection. This job is often completed during the first registration of the vehicle.

3) Inspection of Vehicles

Additionally, the RTO verifies that cars on the road adhere to the Motor Vehicles Act’s regulations. They periodically perform inspections for the same.

4) Concerns for the environment

According to the Motor Vehicles Act, the RTO strives to resolve environmental issues. For instance, it is involved in the conversion of compressed natural gas (CNG) to liquid petroleum gas (LPG) and operates PUC (Pollution Under Control) testing centers.

5) Traffic Safety

Road accidents are a significant cause of mortality worldwide. The RTO is responsible for enforcing the Motor Vehicles Act’s road safety provisions.

6) Registration of Vehicles

One of an RTO’s key tasks is the maintenance of a vehicle database. This is accomplished during the car registration process. All new cars must be registered with the RTO in their jurisdiction. That is how you obtain your vehicle’s license plate.

Additionally, RTOs perform vehicle registration tasks related to car sales, providing No Objection Certificates in instances where automobiles must be registered from one state’s RTO to another state’s RTO, and issuing transport permits.

Process of Vehicle Registration at the RTO

The registration procedure is typically done by the car dealer. This is how the car registration procedure works at the RTO.

Step 1 – Complete and submit the registration form to the District Transportation Office.

Step 2 – Submit all required documentation. The following items are required- form 20, the vehicle’s sales certificate, an invoice, the vehicle’s insurance policy, the applicant’s photographs, and evidence of identification.

Step 3 – An inspecting officer will review your application and any accompanying papers. You will receive a vehicle registration number and a receipt after your application is approved.

Step 4 – Within thirty days, obtain the registration mark on the vehicle’s number plate and obtain permission from the registration authorities.

Transfer of RC Between States

If you are traveling from one state to another with your car for an extended length of time, you must register your vehicle with the RTO in the new location. This is how it is accomplished.

Step 1 – Have the car deregistered from the RTO with which it is presently registered. Solicit a letter of no objection (NOC) from the relevant RTO.

Step 2 – Register the NOC with the new state’s RTO following the jurisdiction.

Step 3 – Completion of all required requirements by the state’s RTO, such as payment of relevant road tax.

Step 4 – Upon successful completion of all requirements, you will get your vehicle’s new registration number.

How to Download RTO Forms

The majority of RTO forms are available for download on the Parivahan website. For instance, if you want an RTO application form for a driver’s license, you may either download one from the internet or pick one up at your local RTO. The procedure for downloading the forms is as follows.

Step 1 – Navigate to the website of the Ministry of Road Transport and Highways.

Step 2 – From the menu, select ‘Information Services.’

Step 4 – Choose the form type you wish to download. For instance, driving license applications.
